Attorney Biography
John Cashin had a 45-year career in the global insurance industry. After twenty years in executive roles with the leading reinsurance brokerage firms, he served as Deputy Superintendent of Insurance for the New York State Department of Financial Services. After a stint in private law practice at the Stroock Firm, he held a variety of legal and compliance roles at the Zurich Insurance Group in Switzerland, including, General Counsel for Reinsurance, Group Chief Compliance Officer and General Counsel for General Insurance. Throughout his Zurich career John has lived and worked in Switzerland, the Middle East, Bermuda and the United States.
John has also served as a member of the Board of Directors for the United Nations Development Corporation and the Jacob Javits Convention Center Operating Corporation. Since retiring from Zurich in 2014, John has been engaged in the capacity of an administrative law judge (Inquiry Panel Member) for the Central Bank of Ireland adjudicating allegations of financial services law violations brought by the Central Bank against individuals and institutions. In addition to an undergraduate degree from St. Francis College, he received an MBA from the City University of New York, a law degree from Fordham Law School and a Master of Law degree (LLM) in International Law from NYU. John is a dual national, holding citizenship in the European Union (Ireland) and the United States.
From 2016 through 2019 he has presided on an Inquiry Panel brought by the Irish Central Bank against two former directors of Quinn Insurance, PLC. The case involved the duties of care and corporate compliance by the directors in the management and financial oversight of the insurance subsidiary of the Quinn Group of Companies. John has also served as party-appointed arbitrator and umpire in over a dozen disputes involving both property/casualty and life/annuity issues. Expert Witness Testimony
Browning Ferris Industries, Inc., et. al., vs. Certain Underwriters at Lloyd’s London, et al., US District Court Harris County, Texas, March 2003. Provided expert testimony for defendant ACE on the subject of policy records retention standards against allegations of bad faith.
In the Matter of the Arbitration before the National Association of Securities Dealers, Inc. Howard Pindel, Claimant, Against- William Kornreich and Wealth Preservation Associates, LLC. Respondents. NASD-DR Case Number 02-01467. May 2003. Provided expert testimony for Respondent on the subject of Agent Licensing and Entitlement to Commission.
James J. Donelon, et. Al. v. Herbert Clough, Inc. et. al. U. S. District Court Middle District of Louisiana, March 2007. Provided expert testimony on the subject of Notice of Cancellation and Reinsurance Intermediary Obligations to Procure Renewal Markets.
National Rifle Association v. Lockton Affinity Companies, et. al., U. S. District Court, Eastern District of Virginia. May 2018. Provided expert opinion for plaintiff, NRA on an insurance broker’s standard of care, the duty of loyalty, good faith and fair dealing.
National Rifle Association v. New York State Department of Financial Services, Andrew Cuomo and Maria Vullo; U. S. District Court Northern District of New York. September 2019. Provided expert opinion for plaintiff, NRA on the non-discriminatory imposition of fines and penalties for technical infractions of the insurance laws of New York. On May 30, 2024 the US Supreme Court rendered a unanimous decision in favor of the NRA on the First Amendment question in this litigation.
