Attorney Biography

Cannabis-Business Law - business organizations and contract law, including a concentration on representing and advising licensed cannabis producers,  manufacturers, and retailers and licensee applicants under the New Mexico Cannabis Regulation Act and formerly under the Lynn and Erin Compassionate Use Act.   Has successfully represented applicants for integrated cannabis production, manufacture, and retail licenses since the first year they were issued in 2009. Ms. Monaghan is a member of the New Mexico State Bar, the American Bar Association, Albuquerque Bar Association, and the International Cannabis Bar Association.  She also is Chair of the Board of Directors of the Cannabis Law Section of the New Mexico State Bar and was a member of the New Mexico State Cannabis Accessibility and Affordability Task force (2018-2019).  Ms. Monaghan is an active member of NORML’s National Legal Committee and the Drug Policy Alliance.  She has an MBA and is a 1996 honor graduate of the University of New Mexico School of Law.
