Mezer is a shareholder at the law firm of Becker and Poliakoff,, P.A., in Tampa where he is a member of the Community Association law.Mr. Mezer received his B.A. (Cum Laude) from the University of Miami in 1974 and his J.D. from Stetson University College of Law in 1977.He is Board Certified in Real Estate Law.Mr. Mezer is a member of the Executive Council of the Real Property, Probate and Trust Law Section and chair of the Condominium and Planned Unit Development Committee of the Real Property, Probate and Trust Law Section of the Florida Bar, a member of the Hillsborough County Bar Association, the American Bar Association, and is chair of the Common Interest Ownership Development Committee.Mr. Mezer served on the Governance Committee 6-C for the Florida Bar.He received an "AV Preeminent" rating from Martindale-Hubbell and is listed in Best Lawyers in America (2007 - 2013), Florida Super Lawyers (2005-2013) Florida’s Top 100 Lawyers (2012), and Florida Legal Elite (2005-2012).Mr. Mezer served on the steering committee for Florida Condominium and Community Association Law, Third Edition, The Florida Bar (2015).Mr. Mezer is also admitted to practice in Florida and the District of Columbia, the United States District Court for the Middle District of Florida, and the United States Court of Appeals for the Fifth and Eleventh Circuits.

Mr. Mezer has lectured for the Florida Bar Continuing Legal Education Committee and the Real Property, Probate and Trust Law Section of the Florida Bar’s Ins and Outs of Florida Condominium Law (2005, 2007 – 2017), the Ralph E. Boyer Institute on Real Property and Condominium Law (2006, 2008 – 2016), the American Bar Association (2010 – 2017), the American Legal Institute and American Bar Association (2009-2010).

Mr. Mezer is a member of the Bay Areal Real Estate Council, a member and a past president of the Suncoast Chapter of CAI, a member of the Board of Directors and the David A. Straz, Jr. Center for the Performing Arts.

Florida Bar Board Certification in Real Estate Law - Real estate law involves either residential real estate or commercial real estate. Florida Lawyers certified in Real Estate Law by the Florida Board of Legal Specialization have demonstrated substantial involvement in this area of the law.


The minimum standards for real estate law certification is set out in Rule 6-9.3. Those requirements include the practice of law for at least 5 years, substantial involvement in the specialty of real estate law (40% or more in the 3 years immediately preceding application), and the completion of 45 hours of approved real estate law certification continuing legal education (CLE) in the 3 years immediately preceding application. The real estate attorney must also submit to peer review and pass a written examination.


Under Rule 6-9.2, the term "real estate law" is defined as the "practice of law, regardless of jurisdiction, dealing with matters relating to ownership and rights in real property including, but not limited to, the examination of titles, real estate conveyances and other transfers, leases, sales and other transactions involving real estate, condominiums, cooperatives, property owners associations and planned developments, interval ownership, zoning and land use planning regulation, real estate development and financing, real estate litigation, and the determination of property rights."
