McSpadden in the 209th Criminal District Court and the Justice Kem Frost in the 14th Court of Appeals. Mr. Adkins also studied International Law at the University of Malta. Mr. Adkins underwent Alternative Dispute Resolution and Mediation Training meeting the qualifications of an Impartial Third Party as set forth under 154.052 of the Texas Civil Practices and Remedies Code.
