"He served for several years as Special Counsel for real property tax appeals for the Township of Randolph in Morris County and the Borough of Roseland in Essex County.Representative Cases:In 2008, Mr. De Angelis successfully appealed the dismissal of a client’s challenge to a blight designation, which had subjected the property to acquisition by condemnation, filed nine years after the statutory deadline. Under the precedent-setting decision in Harrison Redevelopment Authority v. DeRose, a property owner is now entitled to full and complete notice at the time of the blight designation and before the property may be acquired through eminent domain.Professional Involvement:1.
